congress: Term limits, new departments: Key decisions by Congress during 3-day Chintan Shivir

NEW DELHI: The Congress on Sunday adopted the ‘Udaipur Nav Sankalp Announcement’, a roadmap for sweeping reforms in the party organisation, to prepare it for the next round of Assembly and Lok Sabha elections.

Sunday was the last day of a three-day ‘Chintan Shivir’ in Udaipur after electoral defeats and discontent in the party for the past several years.

The new roadmap was adopted by the Congress Working Committee (CWC), the party’s highest decision-making body, after a final round of deliberations on key organizational, political, economic, agricultural, social justice and youth-related issues.

The CWC met earlier in the day to approve decisions based on reports submitted by six dedicated panels set up by party president Sonia Gandhi to examine in detail all issues including ideology, economic policy and social engineering. ,

Addressing the session on the last day of the camp, Rahul Gandhi said, “We have to accept that the Congress has lost its relationship with the people… our fight is for ideology. We have to go to the people and sit together. He has to re-establish the party’s relationship with the people.”

The major decisions taken in the brainstorming session are as follows:

* The party has adopted the “one family, one ticket” formula with the condition that any other family member desirous of contesting elections must have worked in the party in an exemplary manner for at least five years. This formula paves the way for leaders like Priyanka Gandhi and others to contest elections as they have held party positions since 2019.

* Congress will implement the rule of ‘1 person, 1 post’.

* No person shall hold office in any one party for more than five years. At the end of the term, the office bearers will have to resign from their posts. This will be followed by a cooling-off period of three years in case the leader returns to the same post.

* The party has approved 50% representation to SC, ST, OBC and minorities at all levels of the organization, as part of its social engineering efforts to win the trust of weaker and oppressed sections of the society.

* It would set aside 50% of party positions in party committees at each level of the Congress organization for those under the age of 50.

* The party also said that it would give a legal guarantee to the MSP for farmers and would make unemployment a major issue in the upcoming elections.

* Congress will set up an ‘evaluation wing’ to monitor the performance of all office-bearers.

* It will also create a ‘Public Insights Department’ to ascertain the views of the people and conduct surveys to prepare for the battle for the elections.

* It will also set up a Department of Unified Communications as well as a National Training Department.

*All the vacancies are to be filled in 90-120 days.

* The Congress President will constitute an advisory group from among the CWC members to deliberate on the political challenges.
